I think that this means when you’re touching the floor it is the safest place to be. Like if you’re in midair it it’s dangerous for example if you’re skydiving you could not be safe because you could die.so it is always safer to be in the ground than to be in the air do dangerous things because you never no what could happen.

Details may be small things but from small things therefore pay attention to details and you will experience substantial progress in your overall educational attainment.
